It also requires the ability to exercise good judgment and technical expertise to meet the Department's goals and objectives. Must be able to interact well with co-workers at all levels and handle citizen complaints in a calm and professional manner. The job requires the agility and strength to perform heavy manual labor such as lifting, shoveling, raking, using a chainsaw, and working outside in adverse weather conditions. Preference will be given to individuals who have prior experience managing a Public Works Department.
Education Requirement: High School Diploma or equivalent GED. Must have and maintain an active CDL and Class B Driver's License and will be required to pass any and all random drug and alcohol tests.

*Peforms aspects of the City of Westbrook and the Westbrook School Dept. payroll functions, to include inputting all deductions, accrual and salary changes for existing employees. Also, will set up new employees in both AccuFund and ADS.
*Verifies payroll status forms completed by Administrative Assistants and any new payroll information from the School Department before inputting into AccuFund and ADS. Assists wtih all salary, benefit and accrual questions.
*Performs updates to all salary and benefit master tables. Assists IT with AccuFund/ADS setup and adjustments for the payroll function.
*Creates and maintains various benefit spreadsheets as required for accurate employee/employer cost analysis.
*Performs Maine PERS reporting, updating, Employer Self Service processing, as well as assisting IT with the preparation of an Electronic version of the monthly detail report for on-line submission through ESS.
*Prepare Retirement 401(a) and 457 contribution submissions to transmit to ICMA as well as calculate Retirement Health Savings Accounts transmittals.
*Assists with and prepares multiple payroll information and reports, to include: On-line E4 report, GASB 45 Survey, EE04 Survey, Occupational Employment Report, Worker's Compensation Audit, Multiple Worksite Report, 941/941C preparation, W2 preparation and various other salary and benefit surveys.
*Assists with and reconciles various monthly, quarterly and year-end State and Federal reports relating to payroll.
*Reviews for and performs weekly step changes and retroactive calculations to enter into payroll software.
*Reconciles all benefits program billing to payroll system/records.
*Completes mortgage and wage verifications.
*Gathers data and prepares analysis with regard to payroll to be used in the negotiation, budget and benefit bid processes.
*Troubleshoots accrual issues to correct balance deficiencies and can apply union contract interpretation to balance accrual and assure proper payroll setup. Assists administrative staff with code, interpretation or setup issues.
*Responds to internal and external customer requests and inquiries by telephone or in person as needed; explains departmental and city policies; ensures that customer service and sound effective communications with employees are a priority.
*Works with the Comptroller or designee, to actively seek out, identify and implement continuous process improvements.
Knowledge of:
*Able to specialize in payroll function at the discretion of the Comptroller, or designee.
Familiarity with union contracts as they pertain to the administration of payroll applications, including compensation and step increase tables.
